The EU Youth Conference (EUYC)

Conference as part of the Presidency of the Republic of Poland in the Council of the European Union

2-5 March 2025 | Lublin


Between 1 January and 30 June 2025, Poland holds the Presidency in the Council of the European Union. The National Agency for the Erasmus+ Programme and the European Solidarity Corps (Foundation for the Development of the Education System) has been assigned to support the Polish Presidency and its activities.

Since 1993, the Foundation for the Development of the Education System (FRSE) has managed programmes, projects and initiatives aimed at broadening basic and specialist knowledge and acquisition of new skills and competencies in formal, non-formal and informal education settings. FRSE is the only institution in Poland that possesses such a broad experience in managing education programmes, especially EU programmes: Erasmus+ and European Solidarity Corps. The range of other programmes and initiatives that the Foundation manages includes: eTwinning, Eurodesk, Europass, Euroguidance, Eurydice, EPALE. 

 

About the European Youth Conference (EUYC) in Lublin

The EU Youth Conference during the Polish Presidency will take place from 2nd to 5th March 2025 in Lublin, former European Youth Capital in 2023. The conference is an integral part of the youth dialogue consultation, bringing together young people from across Europe and EU candidate countries to discuss how Youth Goal #1 could be implemented at a European level.

The EU Youth Conference will bring together 300 young people from almost 40 countries: from the European Union and the EU Candidate countries.

During 2,5 days delegations of young people and policy makers fwork together to come up with valid recommendations towards (youth) policy makers. Experts and decision makers will be invited to give input on the topic and support this process. Outcomes of the EUYC will feed into Council documents.

The event will focus on topics such as improving the youth dialogue process, fostering a sense of community among young Europeans, and ensuring meaningful participation and dialogue at all stages of the EU decision-making process. Young people will provide European and national authorities with recommendations on how to connect with, engage, and empower youth within the EU.

EUYC agenda

Workshop sessions will explore the following topics:

  • Workshop #1: You and EU values
    How universal and EU values may shape a shared European identity for youth, fostering a sense of responsibility and their daily benefits, particularly amidst euroscepticism and radical movements? The discussion will explore whether ongoing crises, such as migration challenges, climate change, and geopolitical tensions, challenge or redefine Europe as a unified construct and how young people can actively contribute to strengthening this unity in the face of such challenges and what support they need. It will be also assessed whether existing EU youth programmes, like Erasmus+ and the European Solidarity Corps, are sufficient for fostering youth-led diplomacy and promoting EU ideals worldwide.
  • Workshop #2: You and your safety in the EU
    The workshop will explore perceptions of safety in Europe, identify key threats to EU security, and examine their impact on the mental health of young people. Discussions will focus on how youth can build resilience, foster connections with neighbouring countries, and use programmes like Erasmus+ and European Solidarity Corps to promote a secure and united Europe. It will be important to find the right answer to what kind of help young people need in this area. Additionally, the workshop will highlight the importance of youth voices in shaping policies and initiatives that contribute to long-term security and unity. The conversation will focus as well on ways to strengthen the EU community in the effort of building a more resilient Europe.
  • Workshop #3: You in a digital world
    The workshop will explore Europe’s readiness to face digital challenges and assess whether young people, as digital natives, are prepared for threats like fake news, algorithms, cyber-attacks and challenges posed by AI. It will also examine what Europe needs to do to protect citizens while integrating youth perspectives into digital transformation policies. The workshop will provide a space to discuss how young people can actively contribute to the creation of digital policies that not only protect but empower citizens in the face of evolving digital challenges.
  • Workshop #4: You and your voice in the EU
    Can young people influence EU actions and address the democratic deficit through better engagement and awareness of youth mechanisms? What are the most effective ways to make these mechanisms more accessible and to ensure meaningful participation at all levels, from local to EU-wide? The discussion will also explore the role of education, digital tools, and outreach programmes in enhancing youth awareness and participation in EU decision-making processes.
  • Workshop #5: Youth dialogue – best practices, case studies
    The workshop will examine how National Working Groups for Youth Dialogue operate across different countries. Discussions will focus on funding, organizational support, and envisioning the ideal National Working Group for Youth Dialogue model that can strengthen youth engagement, enhance collaboration and ensure effective representation of young people’s voices. Additionally, the workshop will explore how young people can actively shape the direction and priorities of these National Working Groups to better address their evolving needs and aspirations.
Objectives and expected outcomes

The EU Youth Conference in Lublin is the first one in the 11th cycle of the EU Youth Dialogue, which will focus on EU Youth Goal #1—Connecting the EU with Youth.

Objectives

  • To find solutions to improve the youth dialogue process within the EU, ensuring that young people are meaningfully involved at all decision-making stages.
  • To foster a sense of community among young Europeans by creating platforms for collaboration, dialogue, and shared experiences across different EU member states. 
  • To address the democratic deficit, transparency issues, and visibility concerns within EU institutions to rebuild young people's trust in the EU and its ability to represent their interests. 
  • To promote a deeper understanding of core EU values, such as democracy, solidarity, and human rights, and discuss how these principles can be more effectively communicated and integrated into youth engagement efforts. 
  • To explore how the EU can improve its transparency and visibility in engaging youth, ensuring that young people are informed and actively involved in shaping EU decisions that impact their future.

Additional objectives

The trio of Poland, Denmark, and Cyprus (PL-DK-CY) wants to ensure that their EUYCs and other presidency events are as sustainable, safe, inclusive, and accessible as possible. 

To ensure that policy recommendations are created from the findings of the EUYD.

Expected outcomes

  • Conference report: a comprehensive, final conference report summarising the proceedings, debates, and outcomes, done by the European Researchers with an editing team. This report will assist countries in assessing and evaluating the implementation period of the 11th cycle of the EUYD.
  • Recommendations: outcomes of the EUYD: concise (maximum 2 paragraphs long) summary of the recommendations of the delegates on the outcomes of the working groups that will be included in the conclusions of the Council and of the representatives of the governments of the Member States meeting within the Council on a community of young Europeans based on universal values for a common and secure Europe – the document which the Presidency aims to submit for approval at the Youth session of the Education, Youth, Culture, and Sport Council on 12 May, 2025. 

During the EUYC the representatives of the European Commission will lead 2 consultative workshops referring to the Erasmus+ and European Solidarity programmes and the European Union Youth Strategy 2019-2027.

About the EU Youth dialogue

The 11th cycle of EU Youth dialogue runs from January 2025 to June 2026 covering the Polish, Danish and Cypriot EU Trio Presidencies. The topic of the 11th cycle is based on the Youth Goal#1 of the EU Youth Strategy, focused on Connecting EU with Youth.

The Foundation for the Development of the Education System (FRSE) will be responsible for organizing both events on behalf of the Ministry of National Education. FRSE will organize:

  • the EUYC between 2nd and 5th March 2025 and
  • Youth Directors-General Meeting between 4th and 6th March 2025

in Lublin, EU Youth Capital of 2023. City of Lublin actively supports the organization of these both PL presidency events.

Meeting of Directors-General for Youth, 4-6 March, Lublin

The Meeting of Directors-General for Youth will gather around 90 participants who will discuss issues related to development of EU youth policy, with particular focus i.a. on youth policy mainstreaming, future of the EU youth programmes and future of the EU Youth Strategy after 2027 and possible new European Commission’s initiatives in the field of youth.
